Deleted entire Mods folder, localthumbcache file doesn't show up.

A few months ago, I deleted my entire mods folder because I was having a lagging problem and thought this would help with it. However, my game ended up being laggy still when I opened it and it got me frustrated to the point I didn't play for a few months. I came back to the game today and created a new Mods folder so I could keep playing with mods. However, no matter how many times I open the game or rename my folder (I've double checked it says "Mods" each time) localthumbcache file doesn't show up and I cant use mods. How do I get localthumbcache back?

I'd like to clarify, I did not only delete the Mods folder's contents, but the folder itself.
