dlc from steam is not intalling

I have purchased 11 dlc packs through Steam. They show that they are "owned" in game but will not install them. I previously had a different PC, and recently upgraded to a new one, but ever since then, these dlcs are not installing. I tried re-installing the game itself through both Steam and EA many different times in the past few months, but nothing has worked. I ultimately gave up a while ago but have really been wanting to play the game lately. To be clear, my game has no issue running at all and I don't have any mods turned on. The only issue is that when I try to load an old save that included those dlcs, it says they are not yet installed. This happened every time I tried to re-download the game. I've only been able to get 3 kits to install via the Pack Selection in the My Collection tab of the Marketplace within the game itself. But it will not even give the option to do so with the expansion packs, game packs and stuff packs that I already own. Can anyone help me?
