Sims 4 error: Failed to launch game | EA Forums - 11904395
If it's on the EA App end, and it appears to be, then I'm not sure there's anything you can do on your end. But if you have at least access to another computer to test with, that would be useful. If the game launches, the problem is on your main computer; if it doesn't, it's probably an EA or account issue, although the two systems could share something in common of course.
Your dxdiag shows a couple of crashes of LEDKeeper, so I would uninstall that for now. The Sims 4 crashes point to a component of Windows that's unlikely to be corrupt, considering you can use your computer at all. They're also all for the DirectX 11 version of the game. So they might be stale, or you may not have applied the DX9 setting correctly.
To check please pen the Reliability Monitor. Click Windows key-R and enter "perfmon /rel" without quotes, and you'll see a chart of errors and updates with a column for each day. Today is on the right.
Look for an error that happened at exactly the time of your most recent attempt to open Sims 4. If you find one, double-click it to see more details, then copy that info and paste it into a reply here. If you don't see a new error, check back in an hour or so—the Reliability Monitor doesn't always update right away.
If you still don't find one, that means the game is probably being blocked from starting rather than crashing. That would be in line with an EA-side issue, although local permissions-related problems can cause this as well.
