NettieVT Try forcing the game to open in DirectX 9 mode, since it's not doing so currently. (TS4_x64 corresponds to the DX11 version of the game; DX9 uses TS4_DX9_x64.) Open the EA App, click Sims 4 > Manage > View properties, and add -dx9 to the command line box. Remove -dx11 if it's there, of course.
If that doesn't help, try playing in a new admin Windows account. Make it local, as in, don't link it to your Microsoft account. You'll be able to (try to) launch Sims 4 without reinstalling anything, but your saves and other user data, if you have any, won't be available. That can be addressed later if necessary.
If this doesn't help either, then I really would suggest testing on a different system. Alternately, you could test a different account on your system. You might be able to borrow an account from a friend or family member, or have them login on your computer and try to play. Since Sims 4 is free, they don't need to own it already.
