Fence is being weird?

Okay, so whenever I try to put a backyard fence on the ground, it says "must be applied to room". So I put a wall there, and put a fence over the wall and it puts it on foundation because the house I'm building is on foundation. I just want to build a house on foundation without the fence being on foundation. Help?
