Karmicscales Your post was split out of a Mac thread because that thread was very specific to problems in macOS. Does this happen in all worlds, with no mods or custom content present? No mods includes no lighting mods and no ReShade/GShade or anything like that.
If you do see the flickering with no third-party content present, please provide a dxdiag. Click Windows key-R, enter dxdiag in the run box, wait for the scan to finish, click "Save all information," and save the file to your desktop. From there, you can attach it to a reply using the paper clip (Attachment) icon included with the other formatting buttons.
