GothGirlFishnets That error is from the EA App, not Steam. So please uninstall the EA App, restart your computer, reinstall it, and make sure the App is open and loaded before pressing Play in Steam.
If that doesn't help, uninstall the EA App again, this time with Revo Uninstaller (the free version is fine). Restart again, download a fresh copy of the App installer, and run it as an admin: right-click the download and select "Run as administrator." Open the App itself as an admin too, and once again, make sure it's fully loaded before trying to launch Sims 4.
