If the clean boot is what helped here, I would suggest instead that you reverse it, a few services at a time or using the 50/50 method, to see whether the problem is one particular service or just the total weight of them. You can leave anything disabled that you know you don't use, for example most Dell apps are just bloatware and don't ever need to be running. But some of those services you will probably want to use at some point.
Once you've figured out what's causing the issues you've been seeing, then you can start adding mods and cc to see how the game behaves.
The clean boot worked. However, after playing in it base game for a few minutes after disabling some systems (it was the load of them making my game lag, I only have enabled the necessary ones that make my computer run), it started to get slightly laggy again. Not completely, but still some spikes. Can those be fixed or should I just leave it and download a simulation lag mod?
