Game freezing but I've tried everything

I recently got a new laptop and installed Sims on there but despite loading in super fast, the game keeps freezing at every step. Whenever the game freezes, I usually press the windows tab then click back in and it'll be loaded onto the next thing but immediately freeze again when I try to click something. I've deleted the cache files, deleted the folder & let it regenerate a new one, uninstalled & reinstalled the game, ran a scan on my computer itself and I have no mods and I'm still having the same issue. I've attempted to repair several times and still no success. The game loads up fine, there are no visible glitches in the game, it's just constantly freezing. The other night after I deleted a bunch of files, I was able to get in & get to work for a second without lagging, then I had to close out to log on for a meeting and it's been tripping ever since. PLEASE help, I've spent so much money on everything relating to this game. I've also attached my dxdiag below.
