SamwellPlays I'm glad that worked, and thanks for the update. Please understand that your laptop has to support DirectX 11 by definition: any computer running Windows 10 or 11 and not a stripped-down version (and you have Home, so that's not the case) supports DX11. And your dxdiag says your system supports DirectX 12, which is backwards-compatible with 11.
I don't know why DX11 mode isn't working on your laptop, but maybe try it again now just to see whether the Arc Control settings fixed the issue for both modes.
It looks like Marvel Rivals requires a dedicated graphics card with at least 3 GB VRAM, which you don't have. That has nothing to do with the version of DirectX you're running. The error about the system not supporting DX12 (at least that's what google found for me) is misleading; this is about the minimum GPU needed to run the game. Even the official website says that the DX12 not supported message is about the GPU, not DX12 itself:
