Game still not working properly

What is going on with my game?  I have no CC and I am still having these issues. I can't even go in build mode or have my sims travel to another lot.  I didn't have these issues until that very last update and today's mandatory update didn't even fix my game.  

I have clicked on repair and uninstall but nothing is working.  I do have space on my PC so that's not the issue. HELP!!!
