Because it does not look like the game's fault, it may be some system problem.
You have a i7-8550U, the U stands for Ultra-Low-Power-Modelle. That is nice for a laptop, but bad for gaming because if the system is not detecting The Sims as a heavy task the CPU will clock with 1.8Ghz. Disable all Windows energy saving features.
Check also whether your system has any problems that may not have been shown in DxDiag
