Game unable to open on dx9 but works on dx11

Question

Until yesterday, I've been playing my game on dx9 as that's what helps my game run more efficiently on my laptop. However, now I can't launch it on dx9 and instead a message pops up with "there is a problem with your game's setup. Please reinstall your game." Luckily I can play on dx11 but it makes gameplay run at low quality so I'd rather keep playing on dx9. I'm not sure what could have cause this issue besides downloading a few new mods beforehand and messing with MCCC settings the last time I was able to play before the error. I don't think it's the mods though because I tried removing them and launching the game on dx9 and it still didn't work. Please help!

kosmosjoon​&nbsp; Check your antivirus for any recent actions involving Sims 4.&nbsp; The DX9 and DX11 versions use different executables: TS4_DX9_x64 and TS4_x64, respectively.&nbsp; So one can be blocked while the other is allowed through.
If that's not the issue, try reinstalling DirectX 9.&nbsp; I previously described how to do so here:

puzzlezaddict​ My antivirus looks clear, nothing was found. I ran perfmon /rel and it said something about the ITS service? I attached a screenshot. I also tried reinstalling DirectX 9 following the instructions but it still doesn't work :(
