I cannot have The Sims 4 downloaded on 2 users at once.

I downloaded sims 4 on 2 pc users with 2 separate EA accounts. Account 1 was downloaded without steam. Account 2 was downloaded with steam. The play button on Account 1 did not show while both users ...

I changed the folder name in the steam folder so EA wouldn't recognise it. Then I redownloaded it to the correct location. (Where it was already downloaded so it was really more like a repair.) I consider this solved for now but there's still the same problem if I change the steam folder's file name back to the correct one
