Isolated retail shop (No Sim on sidewalk and in the area around)

What happens when the bug occurs? I built my own retail store on a 50x50 lot. At some point, no other Sim was walking on the sidewalk or in the whole area around my lot, like on the fishing spots or the BBQ, picknic-table or Skate-Park. When I travel somewhere else, there are Sims everywhere. From the retail store I cannot reach any other Sims via the computer. When I open the store none of my shop assistents are coming and not one single costumer is even in front of my store. So basically the whole area around my store is permanently without any Sims. But my family acts totally normal and they can do anything I want with exception of reaching other Sims.
What do you expect to see? To have people walking on the sidewalk in front of my store, staff and costumers coming when I open the store.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure
I tried to solve the problem on my own. I opend another game and placed my saved retail store there to see what happens and again there are no people on the street in front of my house, but every where else it was fine. Then I removed all of my mods and costum content, with exception of the 1000 mannequin mod (because I read when I remove it the game will have a problem when I have too many mannequins). The mannequin mod worked fine for me in any other store. Even with all mods removed the problem was still the same, no Sims in the whole area around my retail store.
