My sims wont interact with each other

Whenever i try to get my sims to interact the only things that show up is "give a gift" or nothing at all. I have tried to reset my game and made sure it wasnt just one household. i use mods and most of the mods people talk about messing up their game like 'divergent sims' i dont have. if anyone could help me that would be great.
