Rainybear90 This desktop should be able to handle Sims 4 itself, all current packs included, on ultra graphics settings. Whether it would handle ultra settings with your cc collection added in depends on what kind of cc you use, specifically whether it's more demanding than standard EA items.
Whether this is better in theory than your laptop depends on what graphics card the laptop has. I see the model only goes up to a 1060 mobile, which is barely faster than a 1650 desktop. But the laptop is also older, and it sounds like you might have your cc stored on a (much slower) mechanical drive rather than an SSD; a large SSD would have been very expensive at the time the laptop was manufactured.
Regardless of the above, I may be able to find something better for your budget, at least something with an RTX 3050, which is significantly faster than a 1650. If you're interested, please list your budget and any other details that matter to you.
As far as Skytech goes, it's a generally reliable company with good-quality builds. The computers use standard components, the same type you'd get if you built your own system, so they're upgradable and repairable just as a custom build would be.
