New packs not loading into the game (despite trying to fix it)

i have uninstalled and reinstalled ALL of my packs, including the game itself, clearing the cache as i went, i have located the missing file and attempted to put it in the same folder as the sims game, and i have completely uninstalled the game, did the ea app repair, cleared the cache again, restarted my pc, and reintalled the pack

literally nothing is working! i noticed a few others are having the same issue WHAT DO I DO? 

also like many others i am also having the "sims 4 crashes upon loading up" issue and its taken multiple launch attempts to get the game to boot up. at this point im exhausted with the mountain of bugs and glitches the new update has come with

on that note, anyone know how to uninstall an update?
