No new friends from socializing at work/school?

In all of the other Sims games, when you Socialize at work or school (Hang Out with Co-Workers, Meeet New Friends), you would meet new people. However, in the Sims 4, this doesn't seem to happen (I had a Sim 'Meet New Friends' at school for his entire education, and he didn't make one new friend). 

Is this a bug, or does it just not happen in Sims 4?

    I haven't gotten any new friends from work/school socializations which is annoying. At least if you're going to get lower work/school performance for socializaing I'd like to have the benefit of being friends with someone at the end of it.

    Obviously, it's been a while since you posted this! However, I have a little input... for me, at least, my child sims do meet people at school! My adult sims don't seem to be able to do it at work, though...
