I hope someone can assist me. I purchased The Sims 4 City Living and I was told that I needed to update EA which I did accept but now it is just sitting at 0% of downloading and it has been sitting like that for a while now. If someone could help me with some assistance or an answer.

Turn on automatic game updates, under App Settings > Downloads, then repair the game (Sims 3 > Manage > Repair). Launch it once and see whether the download starts on its own.
If that doesn't help, please try the workaround in the accepted solution of this thread:

You'll of course do this for the Sims 4 folder, not Sims 3. City Living is EP03.
