PLEASE HELP! CC not showing in game!

I have downloaded CC in TS4 before on an old laptop. It worked perfectly fine. I have made sure my cc settings are on for my new pc, copied and pasted the cc into my mods folder, yet it is still not showing up in CAS. I have tried restarting my computer and game. I have tried deleting, clearing, and remaking my Mods folder. But, no matter what I do the CC will not show in game. I had downloaded hair and clothes from various resources like TSR and Ebonix Sims, and NONE are showing in CAS. (I downloaded the CC before opening my game) I have tried downloading new CC and it still won't work. Someone please help me, thank you!
