So I looked in my order history and did find a refund from the same exact day I purchased it in 2020. Which makes no sense because I’ve been playing with it up to 2023, right before I had these issues.
I spoke with my sister and she says she has a faint memory of buying me the cds and not the digital versions. I can’t find them (and I’m someone who saves everything and still has all my sims 3 disks on a shelf) so I thought that’s odd.
But here’s my new problem, when I open sims and look at the expansions it says I own it and doesn’t have a spot to purchase it again. How do I purchase it from origin now?

Community ManagerThanks for those details, it's sounding like the packs were never fully removed after the refund was processed. Please check the app again now, you should see an option to re-purchase those packs if you wish to do so.
