It only works with chairs, not without. My sims can't kneel by the fire. Nor can they play a guitar or violin. This has been the case since Cats and Dogs came out. The camp fire will work for awhile and then I get a routing response. It's most noticeable now because I'm playing 2 sims who are living "rough."
I need to try this out in my game just to see if it works there or not, but I can't today (Valentines day). If someone else reads this and plays there game, a test would be great, otherwise I'll check tomorrow.

The most annoying aspect is that it's intermittent. I play rotationally. One time it will be fine, the next it's broken. I started a clean new game because I wanted to see if I could figure out what I was doing that caused the break. I started with the assumption that it was something in my Mods folder, but no, it broke in a clean new game before I had a chance to test out any of my mods. Ended up by giving myself a headache.
This is how the OR campfire should work.
I am having this same issue in the game. I try to use an action at a campfire and they all give me the routing "can't get there" thing. I've tried a few different campfires around Granite Falls and they all seem to have the same problem. Tried Debugging the campfire, nope, debugged myself AND the campfire, nope. I even turned on the build anywhere cheat and got rid of the campfire and chairs around it and spawned new ones and no dice. I've also tried repairing my game and that didn't work either. I'm pretty much stumped for ideas here.
I do have a thought here, when trying to do these things is it necessary to have other people around the campfire? Or can you do actions solo? I'm going to try to test this in my game.
