Re: stuttering

@FlipzSenapi  I went over your log and saw a couple of potential issues, but nothing definitely problematic, and nothing that would explain the stuttering.  So please do all of these, together, to see whether they make a difference:

  • Disable your monitor's G-sync settings
  • Set Windows to run Sims 4 in high-performance mode: open Windows Settings > System > Display > Graphics settings, click Browse, choose TS4_x64.exe, click Options, choose the high-performance option, and save
  • Enable vertical sync in the Nvidia Control Panel: right-click the desktop, select the CP, then Manage 3D Settings > Program settings, choose TS4_x64, set vertical sync to On or Adaptive (you can try both), and save
  • Test a new save in another clean user folder

If these steps don't help, keep all the above settings, but play while your computer is offline.  You can put Origin into offline mode and then disable wifi and pull the ethernet cable before pressing Play.  You need to do both—the hwinfo log showed that your computer was using wifi but also picked up an ethernet connection.

@FlipzSenapi  Please play in a clean boot:

    https://support.microsoft.com/en-us/topic/how-to-perform-a-clean-boot-in-windows-da2f9573-6eec-00ad-2f8a-a97a1807f3dd

When you reboot, go through the Task Manager's background processes list shutting down anything that doesn't absolutely need to be running.  Anything from RGB software to MSI Afterburner might still be active in a clean boot.  If you accidentally kill the wrong process and it doesn't restart on its own, just reboot your computer.

Please do this in combination with the other steps, just to be thorough.

@FlipzSenapi  Please try playing in a new admin Windows account.  Make it a local account, as in, don't sign into Microsoft, and don't sync with any other services you normally use.  You'll be able to sign into Origin and shouldn't need to redownload anything, but your saves and other content won't be available.  When testing, please start by playing in a clean boot while your computer is offline; don't run any other apps alongside the game either.  If this helps, you can try playing online and then start adding back services and apps.

If this doesn't help, then I'm not really sure what's going on.  The one thing I did notice in your hwinfo log that might be an issue is that the 12V input from the power supply was occasionally dropping as low as 11.88V.  Sometimes this is insignificant, and other times it can be impactful enough to cause the computer to restart, although the latter usually results from larger drops in voltage than this.

But since there's nothing else obvious, it's worth at least unplugging and cleaning the ends of the power cables as well as the sockets they plug into, both on the PSU end and the other.  (Compressed air is useful for this purpose.)  Make sure the power supply's fan is unobstructed by dust and that it's facing in a direction where it can draw in fresh air, not up against a case wall.

If you happen to have another PSU you can test with, or a friend does, that's worth trying too.
