LittleLeota If you're trying to download under Manage > Manage add-ons, click DLC (above the Sims 4 icon) and find the kits there, or vice versa. Sometimes one button works and the other doesn't.
If that doesn't help, turn automatic game updates, under Settings > Download. Clear the EA App's cache (again), then repair the game and launch it once. The repair may fix the issue, and if not, launching once afterwards may trigger the download.
If that doesn't help either, try the workaround in the accepted solution of this thread, which was for Sims 3 and a slightly different issue but might help here:

Thank you very much, puzzleaddict! The final workaround from the Sims 3 link, creating folders for the missing packs, was what worked for me.
