Sims 3 camera (in sims 4 build mode) Not working

I have no mods or cc installed. When I try to use my scroll wheel by holding it down, to change the camera angle, either in build mode or gameplay, it doesn't move. I have spoken to another person and they are also having this issue however they aren't bothered by it. I cannot move the camera angle like you normally would with the sims 3 camera in (TS4), whether I'm building, in Live Mode or CAS. And I know it is not my mouse, as it is fully working and not faulty in any places. Annoyingly, I cannot see anyone else with this problem after the recent update(s), and I seriously don't know why it isn't working, I've tried to build with the sims 4 camera but it is so unbearable! All other features of the sims 3 camera work but not this one!

    rep-13-tv​  Does this happen in both fullscreen and windowed modes?  Please try whichever one you don't normally use—switch to this mode, then quit the game and restart to test.  Please also switch to the Sims 4 camera, quit and restart, and go back to the Sims 3 camera.

    If this doesn't help, please disable any apps you use that come with overlays: Steam, Discord, etc.  Disable the EA App in-game overlay as well, under Settings > Applications.
