papapet Thanks for the dxdiag, which shows a number of serious crashes of one of the graphics drivers. While this kind of crash doesn't typically produce the out of memory error, it needs to be addressed regardless. So please do a clean uninstall of both drivers. Here's how:
You can use the newest Nvidia driver available here:
https://www.nvidia.com/en-us/drivers/
Please use the Intel driver MSI provides for your laptop, which you can find here, under Drivers & Downloads > Driver > Graphics:
https://www.msi.com/Laptop/Stealth-15M-B12UE/support?sub_product=Stealth-15M-B12UE#driver
The order of operations here is remove the Nvidia driver > remove the Intel driver > restart > reinstall the Intel driver > restart > reinstall the Nvidia driver > restart, all while your computer is offline.
When testing Sims 4, please do so immediately after restarting your computer, with nothing else running aside from the EA App. Let me know how it goes.
