Sims 4 cant kick out sim

1.) go to the "options" menu in-game and and click "manage worlds". (unless you're already in the map view)

2.) Once in the map view, click "manage households" in the top right corner of the screen, then find and select the   household you want to move the sims out of.

3.) A window should open and you will need to click the option to "transfer sims between households" (the icon of two arrows pointing in opposite directions).

4.) Another window will pop up titled, "household split and merge".

5.) Click the circular "select new household" button near the top right of that window, then select your two sims out of the choices of family members shown.

6.) After you do this click the arrow in the middle facing right to transfer them, and they will become thier own household. 

7.) Select the "done" check mark at the lower right of the current window.

Just remember that after this, the new family you created will not be a part of the neighborhoods unless you move them into a house.
