Sims 4 crashes on opening, needs repair, "Permissions error" blocks repair

Steps: How can we find the bug ourselves? Open the EA app. Attempt to open The Sims 4. You should either get stuck loading or forced into repair straight away.
What happens when the bug occurs? The Sims 4 cannot be opened, or opens the loading screen before becoming stuck. It then forces you to repair it, only to report a permissions error which stops it from finishing reparations.
What do you expect to see? The game to be capable of opening without needing repairing every time, and for it to be able to repair when necessary.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.

Please describe the patch or change you made. I updated the game.
I have granted every EA and Sims 4 file full permissions, and the anti-virus has been set to stop blocking the app from launching but it still claims it's lacking permissions to repair successfully. I'm not sure what's wrong with the game, but I'd appreciate some help if anyone has any ideas.
The GameVersion.txt document only has that text in there for some reason, and I can't launch the game to check if it's on the top of the main menu.
