Sims 4 Royalty and Legacy Expansion content missing in-game
As you can see at the screenshot my game after updating it doesn't recognize the new expansion and the new kits - it even doesn't show the game in the menu.

If the pack isn't showing at all in-game for you, you'd need to reach out to the retailer you purchased the code from for either a refund or replacement code.
