@andy40953 Please uninstall the EA App with Revo Uninstaller (the free version is fine). While there, make sure Sims 4 doesn't show as installed; if it does, remove that too. If you have saves you want to preserve, go into Documents > Electronic Arts and rename the Sims 4 folder to something that doesn't include "Sims 4" so Revo doesn't remove that folder too.
Restart your computer, download a fresh copy of the EA App installer, and run it. Create a new folder on the root level of the drive of your choice, for example C:\Games is fine, but not C:\Program Files\Games. Try to install Sims 4 into that folder.
If you still can't install, please let me know which drive you're using, if your computer has more than one. Please also run a dxdiag and attach it to a post.

I tried to do the dxdiag thing but it didn’t give me the option to run anything so not sure I changed anything there.
I’m not very technical so I’m not sure what you mean about which drive etc in your message.
