ghoulesq Are you saying the game didn't work when you simply removed the Mods folder? If so, that's a good case for a clean folder, and please do NOT move the old Sims 4 folder back. There are other files inside that could theoretically stop the game from loading, and it's faster (and more reliable) to rebuild your content than to test everything that might be a problem.
Point is, the game works in a clean folder, so your next job is to start moving the content you actually want to keep to that folder, testing along the way so you notice if and when the issue returns.
