AmarisNichole150 I should have mentioned it before, but did you add any content from the Gallery or your own library to the new save? If so, please test again without it: only freshly-made sims, only default EA-made houses. The Sims 4 errors in your dxdiag are pretty generic, but one cause of them is a broken build (even one that was fine previously), and another is a sim with some borked data.
If that's not the issue, see whether you can update the graphics driver for your computer. HP software often blocks updates on laptops, but I don't know whether that same software would be present on your desktop. Here's the newest graphics driver from Intel (dated December 19):

Run the installer as an admin: right-click the download and select "Run as administrator." Restart your computer after installing and before trying to play. If you can't install the driver, that's fine, we can come back to this later after trying other approaches.
