AZSweets Yes, you can delete ConfigOverride, or you can delete the files inside (if there are any). The game would recreate the folder if it didn't exist, but nothing should be inside.
If that doesn't help, please create a new admin Windows account and try playing there. Make the account local, as in, don't link it with your Microsoft account or any email address. You'll be able to (try to) play without reinstalling anything, but your saves and other user content won't be available.
If that doesn't help either, please clean-uninstall and reinstall both graphics drivers, as described here:
Use the newest drivers HP provides for your laptop. Before starting the process, go here:
https://support.hp.com/us-en/drivers/laptops
Enter your serial number, choose your OS (just Windows 11 is fine) if prompted, click All Drivers, and you'll land on the driver download page for your system. Expand Driver-Graphics and download the newest Intel and Nvidia drivers.
The proper order of operations here is uninstall the Nvidia driver > uninstall the Intel driver > restart > reinstall the Intel driver > restart > reinstall the Nvidia driver > restart, all while offline.
