Is this issue only happening on one lot? Sometimes a lot can have individual issues where Sims do not return appropriately, and you may have to "reset" the lot by moving the Sims out of it temporarily, moving them back in to re-initialize the lot. A repair normally fixes that, but there are a few things in play that can affect Sims being at home/at work/off lot.
Make sure as well if you're using mods, that they're all up-to-date. If they are, you can try the reverse approach and remove the mods to see if the Sims will come back on a "vanilla" version of the game.
Check your other lots as well to see if the issue's happening there, too; if it's not, try moving your Sims out and back into the lot; they should show up at the front stoop ideally.

The problem seems to be spreading. It is most lots now. I can get the sims back if I evict them, load the lot to edit it, and then move them in again (if I evict and move them in again they are still gone). But I am noticing more problems now. For one, I can't save the lots that these problems are occurring on. I go through the save process, I get the notification that I saved the lot, and then I got to my library and it is not there (same if I try to save a room). Furthermore, the animals on these lots are not fully cured when I take them to a vet clinic. Say I take an animal to the vet with foam at the mouth, a stink cloud, and flees. I pay the vet for the most expensive treatment. Then it says my pet is cured, yet the foaming mouth, stink cloud, and flees are all still there. If I try to take them to a vet again, they are not recognized as sick. And the latest bug is that the aspiration and career menus are getting glitchy. Sometimes the aspiration goals disappear altogether and the work menu will countdown to work time and then reset without giving the sim the option to go to work.
