@kellyerg Can you download Get to Work? Since you don't own it outright, just through your subscription, it's normal that you'd see the option to buy it. The pack is currently on sale, so you'd see that plus the extra discount for EA Play.
To download the GTW, if it's possible, open the EA App game library, click Sims 4, then Manage > Manage add-ons, and look for GTW on the list. If you see a Download button, click it.
If this doesn't help, please post a screenshot of the Manage add-ons list showing GTW isn't there, plus another of the EA App asking you to buy it.
