Your graphics chip is below minimum requirements so how high do you have your graphics settings ?
Also check for new drivers: Intel Download Center: https://downloadcenter.intel.com/Do you have a lot of files in your tray folder ?

Okay the graphics setting on my Sims game is set to the second highest, should I put it a notch lower or should it be fine there?
I downloaded the Intel thing and installed it, it recommended an update to my laptop's Bluetooth settings (I know that has nothing to do with the game but I was like "whatever" and just allowed it to update)
I don't know what a tray folder is, could you explain how to check if it's empty?

documents\electronicarts\thesims\tray
Check if you have a lot of files in there. This is your library content. If you move it to the desktop, you're library will be empty but it won't affect your game.
