saraachasauce When you started the new save file, did you import any version of this same build? Were you working on the same lot in-game as before? I ask because the build itself could be broken, and I've seen a few reports of a particular lot being unusable even in a new save.
If this issue follows you to fresh builds on different lots, provide a dxdiag. Click Windows key-R, enter dxdiag in the run box, wait for the scan to finish, click "Save all information," and save the file to your desktop. From there, you can attach it to a reply using the paper clip (Attachment) icon included with the other formatting buttons.
