Zabolaco Thanks for the dxdiag, which shows that both your computer's integrated graphics chip and its dedicated card have somehow been disabled. So that's why the game is using the Microsoft basic driver and probably running very badly. The fix will hopefully be as simple as reenabling the devices.
Click Windows key-X, choose the Device Manager, expand Display Adapters, right-click the AMD Radeon entry, and select Enable. Restart your computer and repeat the process for the Nvidia entry. Restart again and open Sims 4, and hopefully Config.log will show the game using the RTX 3060.
