Week 2 event starts and now cheat bar won't open

Everything worked fine yesterday and today the second week event has launched but the cheat bar won't open. 

No mods installed and all custom content is removed but still the same. I have made sure am pressing right keys and all work fine when checked them individually. 

I have repaired the game, restarted a new game and my old game but with no luck. Is anyone else having this issue? I have been fine acceptong that the bubble tea doesn't work since life and death but I need the cheat box to create my save file. Any help would be great.
