Just to clarify, I have 8 Sims and 1 Sim currently pregnant, so the town should have one free slot, but the game says it’s full (8/9). It seems like the pregnancy is causing the counter to get stuck.

The baby counts for the Sim Cap already. Removing one of the existing Sims should help, but you said that this didn’t help. In this case you may need help from Online Support.
