My progression quest “Two and a Half Sims” is stuck. I completed “Expand or Create a Room” but the Children’s Store will not unlock and cannot be built. The quest cannot be skipped.

Ok but what happens if I do up to 6 and still can't unlock to build the children's store ? I'm stuck here and nothing unlocked for me
If you can’t build the store that is marked in my screenshot, please contact Online Support: In-game tap the three dots at the bottom right of the screen, then info, Online Support and use the talk bubble at the upper right.
