Level 38 +1 Sim Gone

I was on level 37 when I did the update yesterday. According to the level 38 rewards I should have received one more Sim after leveling up. Now it is claiming no new sims until level 47. The only “extra” sims I have are from VIP 8 and purchasing with actual money through the “adopt” option. Where are my people??
