I'm afraid we aren't able to just grant heirlooms or items on request, sorry. Keep in mind you're guaranteed an heirloom if you reach 500 (non-event) packs opened without getting one by that point, but as packs aren't earned every level it's definitely possible to be up near that level 500 point without getting your hands on one just yet.
This system has been verified to be working correctly very recently so fortunately this wouldn't be a bug, best of luck going forward!
