【REDSEC】Inappropriate matchmaking system in Ranked Match.

Symptoms:
Rookie and Bronze players are matched against Elite (Top 250) and Master players in every match.
The official description states that "matchmaking is rank-based," but this is not functioning.
This situation occurs regardless of NA, EU, or Asia, even during peak hours.
