Here are a few things to try:
- Check if the game and Steam are installed on the same drive
- Add both the game and the Steam app to your antivirus and firewall exceptions list — this has helped some players in the past.

- Run Steam and the game as Administrator, or just for testing, create a new admin account on your PC and try launching the game from there
