Display issues when launching the game that requires PC restart

I am sure this is something that has to do with my hardware but I figured I would mention it regardless. There are many times that I will launch the game and when it fully starts, my frames will drop to in the 15-20 fps range and there will begin a screen tear in the middle of the screen horizontally where the images on the top and bottom half will be out of synch. The borders of the screen will also begin to dim and flicker. This will then stay like this even after closing the game and will require me to entirely restart my PC. This seemingly happens at random and a restart will fix the problem initially. Skate is the only game this has happened to me on so I figured it would be relevant in this forum.
