I FOUND A FIX!
Go back to the roof and redo the challenge where you have to fly through the bridge and into the water. Once you complete the challenge you will be able to progress. (It just worked for me now and I’ve been stuck for days)
No fix for me dude. the challenge disappears and I can't play it again. . .
