Confusion stacks big

I have been using CLS rebels with the ROLO datacron against GLAT. My first attempt went fine because GLAT did not counter attack when she had 2 stacks of confusion. My later attempts, same goes for a guild mate of mine, have not been able to replicate our success due to GLAT countering when she has max stacks of confusion. I’ve combed over the kit and do not see why she is able to be countered.
