I created a new account and encountered the fleet bug at lvl 30 where the tutorial prompts you to click on ships and then takes you to the Endurance and Mace Windu. After reading another user's response about how to prevent the bug I added several ships to my favorites which pushed the Endurance down the fleet list. Now the tutorial prompt does not pop up so I am able to access the main screen, collect mail, etc., but my new account is now lvl 38 and I'm still not able to access the Grand Moff Tarkin Fleet Commander training (the solo event is still locked). So it appears as though my game is not registering that I completed the Ackbar Fleet Commander training event. The Ackbar FC training event is no longer available and I think I got all the awards from it, at this point I can't remember since I was dealing with trying to navigate past the bug using Darth Vader's achievement link to go to particular game modes. If I un-favorite the ships and reboot the game, the issue comes back but it remains in a workable state if I leave them as favorites to push the Endurance several rows down the screen.
